2019 CHICANO LATINO CAUCUS MEETING AGENDA

The Chicano Latino Caucus annual membership runs from January 1 through December 31 each year, so it's time for you to renew! Annual dues are $25. Eight hundred eighty California Democratic Party delegates are Latino, but you do not have to be Latino or a CLC delegate to join. If you are not a CLC member, especially CDP delegates, we invite you to join the Chicano Latino Caucus.
PREFERRED ADMISSION. CLC meeting are regularly standing room only. As a CLC member you also enjoy early preferred admission status to filled meetings.

f. We need to empower our officers and members. I want our existing committee structure to meet this need. Persons living in Sacramento need to step up. You have no travel expenses. Retired people need to step up, you have more free time. Any officer can join any committee. Appointments are not exclusive. Notify the Chair of the committee you want if any.
Resolution Committee needs to represent us in testifying and speaking at hearings and press conferences: I appoint the following persons to the Resolution Committee led by Tristan Brown: (Sacramento) Ruth Ibarra, Theresa Riviera, Gloria Hernandez (Education bills), to testify sparingly on important legislation. (Los Angeles) Julio Esperias; (San Francisco) Gabriel Medina and Sarah Souza. Put key emails on our mailing list so they can see who we are. There must be a short report in every Newsletter. Read CP Bylaws in this area.
Appoitments and Endorsement Committee needs to be active. Latinos are not being appointed. You need to keep up. I appoint the following persons to the Appoitments and Endorsement Committee led by Martha Acevedo: Norma Alcala and Theresa Riviera, Barbara Torres, Gloria Hernandez, Caroline Cabias, and Taty Aguilera. You must set up meeting with the Latino Legislative Caucus, the Governor,and Agency Secretaries to create pressure. Put them all on our mailing lists so they can see who we are. There must be a report at every meeting and in our Newsletter. Who represents CLC in every Presidential campaign? Who is asking? Goal one hundred volunteers in presidential campaign 2020.
Membership and Events Committee. Build the CDP. We are growing very rapidly but we need to keep up with all the new members, placing them on our membership lists and Newsletter. We also need to be more efficient at Convention registration. We cannot lose dozens of new members to inaction. I appoint the following persons to the Membership and Events Committee led by Ruth Ibarra: Gabriel Medina, Obispo Jorge Garcia, Cesar Gamboa, Oscar Rodriguez , Magali, Krisna Velasco, Arnulfo Diaz. We need to continue to team with Latino Clubs for Convention events and use them to recruit. Membership will set up a separate meeting with all Latino Clubs in the state chartered by Central Committees, and the CLC at every convention. Include some activist organizations like Hermandad. This must be ready for 2020 election. We must keep building a Latino Voice. These groups must be in our CLC communications. They must be included in votes on all our issues. Include Presidents of Mexican, Central American, and South American populations. They are looking for a route to get involved.
Voter Registration. Expand to Los Angeles schools. Work with the Latino School Board Association to institutionalize voter registration. Meet with the Secretary of State. .I appoint the following persons to the Voter Registration Committee led by Maria Patterson: Norma Alcala, Corine Hansen, Krisna Velasquez, and Barbara Torres. Ana Gonzales will start communications with a newsletter with registered persons over eighteen in areas we registered. Start Newsletter for new Latino Youth voters. Caucus to fund. PDI has lists for demographic areas.

g. Amend Bylaws Article VII, section 16, to have a Migrante Vice Chair for the North and another Migrante Vice Chair for the South. Currently, we have only one Migrante Vice Chair. Add: “There shall be two Vice Chair for Migrantes, one for the Region North of Fresno and the other for the area South of Fresno. Persons elected to those positions are recognized. Only immigrants may vote for this position.” 1 minutes 3:37
h. Amend CLC Bylaws Article VIII, Section 2 in relevant part as follows: “The Elections Committee shall appoint member(s) to review hardship applications at the Election Meeting with the intent of approving all hardship applications with financial hardship, but disapproving applications of persons who do not truly have a hardship. Documentary proof of hardship is strongly recommended. Proof of hardship shall not be a requirement of granting a hardship waiver. To prevent abuse of hardship waivers, the CLC will rely on educating persons to the fact that the CLC is totally dependent on dues to function, and to the fact that CDP rules bar the CLC from soliciting funds other than dues. The CLC may require hardship request forms to be signed under penalty of perjury. Hardship means inability to pay dues or other reasonable, objective reason causing hardship. Acceptable documentation means any documentation which would tend to establish the hardship relied upon to request a hardship waiver..” 3 minutes 3:38-3:40 pm
i. Amend CLC Bylaws Article VII, paragraph 1 in relevant part as follows:
“Candidates for Chicano Latino Caucus Officer positions must be members in good standing of the Caucus. All candidates for officer positions must be voting members of the Caucus for at least 30 days prior to the election, as reflected in the current membership list. Candidates for the Caucus chair must be a member of the Democratic State Central Committee for at least 30 days prior to the election. Officers shall serve without compensation. The term of office for all Officers will be two years. (For purposes of term limits only, "ʺofficers"ʺ are: President, Vice President, Secretary, Treasurer.) Except as provided herein, the Chair shall not appoint any other officers or Executive Committee members.” Thank you, Dr. Chui.

Amend CLC Bylaws Article VIII, Section 2 in relevant part as follows:” The Election Committee is tasked with responsibility to resolve disputes concerning election procedures, voter eligibility, ballot counting or provisional ballots, as set forth in these Bylaws. Such disputes must be filed with the Elections Committee within five days of the election. Appeals of any and all election issues including jurisdictional issues shall be shall be filed within five days of the election to the Elections Committee whose decision is final to the Chicano Latino Caucus as a first step. Dispute Resolutions Decisions of the Elections Committee are appealable to the CLC Executive Board within five days of the dispute resolution for final CLC decision. Interested members of the CLC Executive Board must recuse themselves from considering an appeal.” Clean up language 3 minutes 3:45-3:48 pm
k. Article VIII, section 5 as follows: “Section 5: To the extent possible, the Caucus will meet on either Friday or Saturday, the second (2nd) day of the Biennial Election Convention. Early voting is permissible if approved by the Elections Committee.” Clean up language.
